This is a bad idea. And it is implemented by a Governor that refuses to do any gun control, so this is his answer instead.
Let's see. A fake intruder enters a school, where at least a few of the schools have armed guards. And the states doesn't want to tell the schools, teachers or administrators. That's not going to cause panic with those children - who will end up calling their parents, the police and the media.

Since Texas has a law on the books allowing school districts to place as many armed teachers or school personnel on campus as they see fit my guess is the audit response will be quick and deadly. I suggest the auditors wear armor and go in carrying white flags.
