Why Rubber Ducks?

 First to the image, then to the reason for outrage.

Images of Tiananmen Square and the protest there in 1989 are forbidden in China. And so Tiananmen Square pictures have been doctored over the years, and those images have been outlawed. 

Pooh is outlawed because he is a stand in for the current PM Xi (Pooh is also censored)
