It is the Halifax Oyster Festival mascot, back after a break for 24 months due to Covid.
Why does she has 13 eyes that freak you out? I have no idea. I am not sure oysters have "eyes" at all, but if they do, I don't think 13 is the right number. Also, isn't she a little weirded out over all the shucking?
