There is a bill, HR 1, that establishes common voting laws across the country. It was 100% motivated by cheating from Republican legislators who are throwing up roadblocks to voting. If you look at the states that have implemented voting restrictions, they are controlled by Republicans. Texas is not on the map yet, but they have called their legislature back into session to pass more voting restrictions.
With this in mind, Joe Manchin's comments are complete and utter bullshit, designed to keep him and Republicans from letting minorities vote them out. Here is Joe's quote (that I call bullshit on):
"I believe that partisan voting legislation will destroy the already weakening binds of our democracy, and for that reason, I will vote against the For the People Act. Furthermore, I will not vote to weaken or eliminate the filibuster,"
While he doesn't want one party to change the rules, that apparently only refers to his Democratic Party. Since every single voting restriction this year has been authored and passed by Republicans. Here are the states where Republicans are fucking over voters.

Below is an overview of the new restriction. One thing to be aware of is that in 3 states, there are now rules that allow judges to overturn outcomes of the vote. In 2 other states, the States government can override voters and appoint new country voter officials is they don't like them (i.e. when they are Democrats).
