Is he sick? no
Is he dying? no
Is he hot? Yes - the squirrel is hot. If they can find a patch of cool ground they will spread out to put as much of his skin on the cold ground as he can. Dogs and cats sometimes do this too.
It is a consequence of the extreme heat we all have been having.
